Abstract


The Arabic – Turkish relationships generally, the Iraqi – Turkish
relationships particularly had been extended for a long period of time, this
relationships had witnessed in many time a case of relative stability with some
tense situations in other times and along those successive periods achieving
Turkish interests was the most important factor.
The Turkish role was best demonstrated during the Iraqi occupation of
Kuwait (1990 – 1991) through several factors, the most important one was
that turkey is a neighboring country of the Arab region and Iraq making it
directly affected by the evolution of situations in the Arab region which was
evident in the war to liberate Kuwait. On the other hand turkey considered to
be a strong south base for ( NATO ) , so that the western opinion must leave a
clear impact on the Turkish role and this applies to the Arab position, as well
so turkey had tried through her unclear position towards that crisis not to be
adversely affected by the Iraqi invasion of Kuwait especially when the
economic boycott of Iraq was announced , and turkey was obliged to
implement the security council decisions concerning the economic blockade
on Iraq to force him to withdraw from Kuwait and so the Turkish policy
towards Iraq at that crisis had continued with prevarication and lack of clarity
to achieve greater economic and political benefit either from the united states,
the European Union and, Israel or from the Arabic Group. And this is what
was presented by the researcher to understand those relationships as well as
the Turkish role in the crisis of Iraqi occupation of Kuwait and then take it out
from it by force .
