Abstract

This thesis is a study concerned the administration of Kerbala between the year of 1920-1958. The significance of this topic lies in the fact that administration is one of the most pertinent aspects of political development. Furthermore, it is the authentic manifestation of the philosophy of the administration and its facilities in the government. Additionally, the functioning manner of the administration can be represented clearly in its administrational behavior such as the services provided to public interest. Despite this obvious significance of the administration, it has not witnessed thorough and specialized study due to the scarcity of sources and scattering of references in public and private libraries and book stores . In addition to that, the primary predilection of the thesis and graduate studies have political trajectory not administrational one. The attention to the administrational and social issues takes the secondary focus in terms of its appeal to the audience to earn the yearned fame.

The vitality of the topic has pushed me in the direction of delving deeper in the intricate nature of this topic. Thus, the goal of my topic is to provide the reader with a clear and simplified idea about the administration of Kerbala in the Royal Era of the Kingdom of Iraq during 1920s period. Additionally, the thesis aims administration foundation and its peripheral offshoots such as corruption. It is our wish to have our paper as a reference to the politicians who aspire to build an integrated administration as well as deeming it as a launch station to other more comprehensive and thorough thesis in the future.

The main sources of the thesis are the Royal Era Documents that have been preserved in the national center of documents as well as the reports of the Authority of the British Mandate Regime that have been submitted to the League of Nations. These reports dealt with the cumulative progress of Iraq every year of the British Colonization to Iraq. Additionally, the thesis had build some of its references on a spectrum of books, theses, of relevance to topics addressed in this paper.

The components of the thesis are two chapters. The first section deals with the administrational situations in Kerbala between the year of 1920-1939. The second chapter addresses the administrational situations between the year of 1939-1958.
