Abstract

The internal factors and challenges of a country leave their direct and indirect effects on determining the external trends of that country. Therefore، the state of conflict and internal rupture is a result of the ethnic and political problems inherited in Sudan، along with international intervention in its affairs. It made the external political decision-maker of Sudan suffer from the difficulty in maintaining national unity and the independence of the country، in light of Sudan being affected by regional and international changes as a result of being surrounded by nine Arab and African countries with different foreign orientations and political systems.

Consequently، the nature of the demographics and the impact of geographical location، as well as the increase in regional and international competition، made the phenomenon of internal political instability in Sudan a prominent feature، which was negatively reflected on the nature of the external political decision of the country itself. For the type of its political system that alternates between a totalitarian military regime at one time and a pluralistic democratic system at other times. Finally, the external political decision-making process is a subject of scientific interest in political historical research, and the discussion of this process is an important entrance to understanding the nature of the political system of states.
